Taylor Swift's music is marked by her poetic lyrics that seem to be terribly relatable. Taylor sung out the thoughts, feelings and words felt by every single young teenager ever, gaining her infamous popularity. However, as Taylor was continually badgered by rumors, the media and other celebrities, her perspective began to change. You can see the change subtly in her music:
Fearless: Better Than Revenge, Mean, Innocent
Red: The Lucky One
1989: Most notably Blank Space, Bad Blood
As you can see each of these albums have a couple of songs that denote her feelings towards the media, celebrities that have attacked her, friends she has split off from and exes she has had bad breakups with.
Now see how many of those types of songs are on Reputation:
I Did Something Bad
Don't Blame Me
Look What You Made Me Do
This is Why We Can't Have Nice Things
Plus every single other song references some sort of new change in her or how her reputation is shot.

As to the quality of the lyrics themselves I would say these songs are quality but not the best she could do. I think the lyrics from 1989 and other songs from older albums far outweigh Reputations lyrics in quality.
However, I do not think Taylor has another album or song that comes even close to the musical quality of Reputation. 1989 is the only contender.
Happy Listening!
